Biography
Paul is currently seconded to National Recovery and Resilience Agency in the Deparmtent of Prime Minister and Cabinet.
Paul is a Principal Research Consultant at CSIRO. He leads a ‘social architecture’ research capability within CSIRO Land and Water and is currently seconded to Emergency Management Australia (Department of Home Affairs) working at the science-policy interface, to provide expertise in the design and implementation of networked national platforms and policies for national climate and disaster risk reduction.
Paul has worked for more than 25 years in geospatial information field and prior to joining CSIRO worked for 17 years throughout Asia, Europe, and Africa for United Nations, government, and not for profit organizations designing, implementing and managing geospatial capability across a wide diversity of application areas in sustainable development and humanitarian response.
Since early 2000’s he has been involved in the research, design and implementation of large scale cross-enterprise national information infrastructure (or systems of systems) primarily focussed on geospatial information production and supply chains. For the past 7 years he has focused attention on addressing the human rather than technical challenges of building Information Infrastructure. He leads an area of multi-disciplinary research - ‘social architecture’ - that is developing integrated multi-disciplinary approaches to the design and implementation of the human elements of complex socio-technical systems. This approach supplements traditional technical architecture led approaches and is being used to support the design and implementation of information infrastructure in multiple domains including environment, digital agriculture, smart cities, and climate and disaster risk.
